When I run slmgr.vbs /ato on existing Windows 10 clients that were activated when the KMS host was Server 2012 R2, I get a message saying "The count reported by your KMS is insufficient.", which tells me the counts reset after the upgrade. Install the Windows 10 KMS Host key to the KMS host, I get an error saying "The Software Licensing Service reported that the license is not installed.". I was able to get VOLUME_KMS_WS19 and Office19KMSHOST2019VL_KMS_HOST status to Licensed, but new Windows 10 clients won't activate. Running slmgr.vbs /dlv on the server I can see that the License Status for almost everything is Unlicensed. The KMS host was working great prior to the upgrade. Now I'm having trouble getting clients to activate.
I upgraded our KMS host server from Server 2012 R2 to Server 2019.
